After an operating system re-install or recovery, many hardware devices such as the graphics card or network card will just not work. The reason for this is that the associated software to "drive" these devices is not present. The software required to interface with the hardware is known as a driver, hence the name driver, it is software that literally operates and interfaces with the hardware.
